On December 13, 2010, the European Chemicals Agency (ECHA)’s Risk Assessment Committee (RAC) took significant steps forward by adopting two key proposals related to the Harmonized Classification and Labeling (HCL) system. These decisions mark an important development in the ongoing effort to ensure better chemical safety across the EU.
The first proposal, submitted by Sweden, seeks to classify hexabromocyclododecane (HBCDD) as a substance with reproductive toxicity, particularly concerning its potential impact on unborn or nursing infants. Currently, HBCDD lacks a unified classification at the EU level. This chemical is widely used as a flame retardant in the polymer and textile industries, often in the form of a preparation that may be used alone or in combination with other substances.
The second proposal, introduced by the United Kingdom, recommends a unanimous classification of leucomalachite green as both carcinogenic and mutagenic. This compound is primarily used for staining laboratory cells, but it remains unclassified at the EU level. The proposed classification aims to raise awareness of its potential risks and improve regulatory oversight.
In addition to these two proposals, five other substances have been added to the RAC’s review agenda. These include metazachlor, flufenoxuron, polyhexamethylene biguanide (PHMB), chloroform, and 4-tert-butylbenzoid acid. Each of these chemicals will undergo further evaluation to determine their appropriate classification and labeling.
The RAC also announced plans to develop a revised schedule for reviewing authorization applications and to conduct consistency checks on the authorization templates. This initiative is expected to streamline the process and enhance transparency in the authorization of hazardous substances.
As the EU continues to strengthen its approach to chemical risk management, these developments reflect a growing commitment to protecting public health and the environment. Stakeholders are now closely watching how these proposals will be implemented and what further actions the ECHA may take in the coming months.
